Les Miserables Restricted?

Does anyone know why licensing for Les Miz is restricted in the U.S.? I don't know why. I mean, it's not touring in the U.S. The only version available in the U.S. is the school edition. I know that a number of community theaters, professional theaters, and colleges would love to do it if it were available to license. For that reason, I think the people at Music Theater International are idiots for restricting the license. Don't they realize how much more money they could make if they allowed more people to produce it? It's one of the most popular musicals in the world for pete's sake!

Do you know for sure that they're not doing a US national tour? I assumed that was the reason for the restriction. It'd be a shame if they're not and still restricting licensing, because I know a lot of people (myself included) would like to see it performed in the US in 2010.

i read somewhere on the 'net that the new tour will be using a new set design and the Broadway Revivall orchestrations (barf!)

There will be a new set design, yes. Get used to it, people. But I'm pretty sure they will not have the Broadway Revival score. where would you have read that?!
ETA: and this is not the tour thread anyway.
