There isn't much to say.
He's a greedy money-grubber, completely immoral. As Victor Hugo wrote, "Irredeemable." He's concerned about absolutely nothing but his own profit. He cares nothing about anyone or anything but himself. At the end of the book, he leaves America to become a slave trader.

One would hope that whatever this project is, you won't be writing like that for it.
Also, we're here to talk about Les Mis, not do your homework for you. If you want opinions to cite in a paper, say so straight-out so we don't all assume you can't make up your own mind what to think of Th�nardier.

He was talking about this in another topic. Apparently he is up for musical theatre auditions and he is desperate to make Thenardier an important role for his C.V.
(or something along those lines, I suck at explaining stuff in English).
